Any communication equipment listed as short range can only work inside of one section of the city, so if you’re in Redmond it can only reach others in Redmond, if it’s listed as long range then the signal can reach all the way between Redmond and Downtown.
Generally all Low and Medium power Communication equipment is short range and High powered is long range but it depends on the specific piece of equipment, read the descriptions to find out the range.
